Mayor Bill de Blasio is guaranteeing comprehensive health care to every single resident, he revealed in a historic surprise announcement.

De Blasio appeared on MSNBC on Tuesday morning to unveil his new plan to provide affordable medical care for all New Yorkers, regardless of their income or immigration status.

The $100million plan would reach 600,000 uninsured New Yorkers, including undocumented immigrants, low-income residents who can’t afford current insurance plans, and the ‘young invincibles’ who don’t think they need insurance.

‘Health care isn’t just a right in theory, it must be a right in practice. And we’re doing that here in this city,’ de Blasio said.

‘We have now, in New York City, a public health insurance option we’re ready to make much bigger that can reach the hundreds of thousands that are right now not in any kind of health insurance.’

‘We also have a way to provide direct health care to a lot of our neighbors who are undocumented, they’re still part of our community and they need health care.’

‘This is one universal way to reach all those folks right now who are not covered.’

Eric Philips, de Blasio’s press secretary, later clarified that the plan is not health insurance.

‘NYC already has a public option,’ he tweeted. ‘This is the city paying for direct comprehensive care (not just ERs) for people who can’t afford it or can’t get comprehensive Medicaid – including 300,00 undocumented New Yorkers.’

Every person participating in the plan, called ‘NYC Care’, will be assigned a primary care doctor. They will also be eligible for specialty care, including pediatrics, OB-GYN, and mental health services.

‘The Republicans in Washington have been trying to tear down health care, we’re doing the opposite,’ de Blasio said.

‘We want to increase the amount of health care people can reach. We want people to have primary care, specialty care. This plan will give all of that directly to the people who don’t have it in the city.’

De Blasio said the plan will offer public health insurance on a sliding price scale that is based on income.

There will be no tax hikes to fund NYC Care, which will be financed by the city’s public health budget.

De Blasio explained he wants the plan to stop uninsured New Yorkers from using the ER as their primary care provider, and believes NYC Care will actually save the city money.

‘Emergency rooms are the default health care provider for so many people in this country. The emergency room is the worst way to get health care, it’s the most expensive way to get health care,’ he said.

De Blasio said the city will make NYC Care ‘seamless’ so that ‘people are encouraged to get the health care they actually need and never get to the point where they end up in the emergency room’.

‘We want people to get health care when they need health care,’ he added.

‘To me that is the moral choice and a smart economic choice because we’re not doing the crazy thing which is making the emergency room the first place people turn to.’
